The Hiller Instinct: Health Concerns
As the most vulnerable Americans line up for flu shots, the presidential candidates exchange shots about the vaccine shortage the bush administration didn't avoid:
Sen. John Kerry, (D), Presidential Nominee
"Under his watch, you don't have a prayer of getting a flu shot ladies and gentlemen...."President George W. Bush
"I know there are some here who are worried about the flu season..."
But many more Americans are worried about the health care system, a complicated budget-busting mess that's easier to criticize than improve:

"It's not working for the American family, and it's gotten worse under President Bush over the course of the last years."
President George W. Bush
"Has he been in the United States Senate for 20 years? He has no record on reforming healthcare. No record at all."
Now, with more than 43 million Americans without health insurance - Bush and Kerry both say they have the medicine to fix the health care system.
Kerry's prescription:
- Extend coverage to 27 million Americans
- Give tax credits for small businesses--to lower the cost of covering employees
- Get tough on drug companies--with the goal lower prescription drug costs.

"I have a plan to cover all Americans. We're going to make it affordable and accessible. We're going to let everybody buy into the same health-care plan senators and congressman give themselves.President George W. Bush
"Our healthcare system is the envy of the world because we believe in making sure that the decisions are made by doctors and patients, not by officials in the nation's capital."
Sill, during Bush's first term he and congress made several health decisions, including a drug benefit for seniors and low-income Americans.
The President’s prescription for the future:
- Expand tax-free medical savings accounts for people under 65.
- Give tax credits to help the uninsured
- Limit patient lawsuits against HMO's
Voters have a clear choice on health care, when they compare the candidates:

"We have a fundamental difference of opinion. I think government-run health, will lead to poor-quality health, will lead to rationing, will lead to less choice."Sen. John Kerry, (D), Presidential Nominee
"This president has turned his back on the wellness of America."
If health issues decided this election, it'd probably be President Kerry, since polls show voters think he'd be better handling health care than George Bush. But the same polls show Iraq and the war and terrorism are the top issues...and those are Bush's strengths compared to Kerry...another reason why the outcome of this election is so difficult to diagnose.
