Whitey found in brother's portrait?

BOSTON -- Former Senate President William Bulger may be long out of state politics, but he's left some controversy behind in the form of a portrait in the state senate reading room.
The portrait depicts Bulger with a partial shot of two unidentified men on either side of him.
There's speculation that the two mysterious men are Bulger's brothers: Jackie and the infamous gangster James J. “Whitey” bulger.
This is the only portrait to include more than just a senator.
