BOSTON -- Utility companies’ slow response is triggering action on Beacon Hill -- one representative is pushing for a vote on a bill that would require companies to give customers rebates for any outages lasting more than eight hours. The lawmaker says power companies should be held responsible for lengthy outages, not customers.
